The 28th Circuit encompasses all of Baldwin County's 1,596 square miles and the waters of Bon Secour Bay, Wolf Bay, and parts of Mobile Bay and the Gulf of Mexico.
The county was created from territory taken from Washington County by the Mississippi Territorial legislature on December 21, 1809. The size of Baldwin County was modified several times before its present dimensions became permanent in 1868. The county was named for Abraham Baldwin, a congressman and senator from the State of Georgia. MacIntosh Bluff, Blakeley, and Daphne each served as the county seat until Bay Minette was so designated in 1901.
The 2005 population estimate for the 28th Circuit was 162,586, a whopping
60% increase over the 1990 census just 15 years earlier.
