Several years ago, District Attorney David Whetstone recognized the growing need for integrating the information systems of our area's local and state criminal justice agencies for the purpose of electronically sharing critical data, documents, images, and key transactions.

Integrated systems improve the quality and comprehensiveness of information, and thereby the quality of decisions, by moving data entry as close to the data source as possible. By automaticallly sharing data between agencies, integration improves the timely access to information—a critical factor at many criminal justice decision points (for example, setting bail).

In November of 2000, Congress awarded a grant to Baldwin County District Attorney of the 28th Judicial Circuit, John David Whetstone, for the implementation of the Southwest Alabama Integrated Criminal Justice System (SAICS). The grant is administered through the U.S. Department of Justice, Bureau of Justice Assistance (BJA).

SAICS will build and expand the basic automation capabilities of key justice agencies throughout Southwest Alabama, allowing access to information without regard to time or space so that multiple users can avail themselves of the same data simultaneously from remote locations at any time of the day or night. In doing so, the internal operations of these agencies will be vastly improved in their efficiency and effectiveness. This integration will significantly enhance and improve the quality of justice and public safety.

David Whetstone's initiative is the first of its type, and will provide a model for similar integrated systems for the rest of Alabama and the nation.
